George Madison Shelley was born in Kentucky and moved to Kansas City in 1870. He was Mayor of Kansas City, Missouri from 1878-1880.
He was a grocer, president of the City Council and Board of Public Works.
During his tenure as Mayor he was to encourage the Exodusters movement through Kansas City to Kansas.
He also served a term as Kansas City police commissioner ending in 1895.
After completing his term as Mayor, he became the city postmaster.
