Brother Van Boor was born in Wayne County, Illinois then educated in northwest Ohio public schools. He spent a number of years as a teacher in Ohio before returning to Illinois where he took a business course at Gem City Business College at Quincy. He then attended the University of Kansas at Lawrence. After completing his degree he became a proprietor of and taught Commercial Law at Lawrence Business College. He was made a Mason at Lawrence then moved to Kansas City and affiliated with Rural Lodge #316. He became Master of the lodge in 1892. He served as District Deputy Grand Master from 1893-1902 and was elected Grand Master in 1913. He was Past High Priest of Orient Chapter #102, Grand High Priest of Grand Chapter 1909-10. He was a member of the committee that built the Masonic Temple at 9th and Harrison in Kansas City. He was a charter member of the Shekinah Council, Eminent Commander of the Oriental Commandery in 1897 and Worthy Patron of Harmony Chapter #162 of the Eastern Star for two terms.
